Is there a way to import contact to Smartvoip from a VCF file?

No, SmartVoip doesn't allow importing from VCF files. It allows you to import contacts only from Outlook, Skype and Windows Live Messenger. There isn't a way to select a custom VCF file.
To install the application, first download the package from its official website, then create an account and charge it with credits and start calling on all over the world on land lines or mobile lines. You might need to have a microphone or headphones with microphone attached to be able to call from your PC.
The purchase of credits will be done with your credit card.
I downloaded the software and created a username and a password and when I go to buy it using my credit card I get a message that I can not use my credit card because they don't have any history of my account. What is this? If I am a new user, then how can I have such history?

The credit card and Paypal methods will become available when you make some purchases through other payment methods available. This is an information released on the FAQ page of their website.
Log on the website of the product and check your account. Alternatively, reinstall the application using the updated client from the website and make sure the application is allowed to connect through Firewall. There is also the possibility you have tried to connect while the servers were in maintenance.

If you cannot download the application through the website, you can use the direct download URL that is available: http://download.smartvoip.com/setupSmartVoip.exe. Double click the file and install it normally.
